T32 Tuition/Health Maximum Support

Our T32 renewal just started.  I wanted to get clarification on what flexibility we have on paying tuition costs if we happened to have an advanced status grad student trainee at some point.

Hypothetical:
We request funding for 4 trainee grad student slots who are still taking coursework (non-advanced status); however one of the trainees appointed is actually advanced status with a much lower tuition rate.  Can the advanced status trainee only be supported on the NIH Grant at 60% of the tuition cost?  And as a result would the funding be restricted: revert back to NIH or only be used towards a 5th unfunded trainee slot.   OR is it possible it could be used to cover 100% of the tuition for the advanced status student and cover a non-advanced status trainee above the 60% tuition mark?

You can use the savings towards tuition for the other 3, but you cannot add a new slot without prior sponsor approval.
