T32 Lab supplies supplement

One of the medical school trainee who has an appointment on a NIH T32 grant.  He recently received an AFAR grant for 5K.  Since he is already on the NIH T32 grant, his salary/fringe can only be supplemented by non-sponsored funds, not another grant.   I don't think he can accept this new AFAR grant. However, the PI of the T32 grant would like to use the 5K AFAR grant for reagents instead of stipend.  Is this allowable?  Could the trainee accept AFAR grant as the lab supplement of the T32 grant?

I got the response back from SPA GA: 

The individual cannot accept this award without first getting concurrent approval from both NIH and AFAR.  This is because in addition to being a fellow on the NIH training grant (which we assume is a full time 12 month appointment); the AFAR award is also a fellowship.
