NIFA training Grants - USDA

Has anyone put a graduate student on a NIFA award? Our college has traditionally changed their appointments to fellows during the duration of their support. When the support is over, they move them back to the RA job class.
The program officer said that the USDA is silent on the classification. Their policy relates to salary supplementation.

I am considering rebudeting my NIFA award to RA's instead of Fellows. Please let me know if you have any experience with this.

When Heather Broneak and Kelly Farmer spoke at the last GMUN meeting I understood that unless it is a specific NIH or other grant (all listed on the job aid) then the entire job aid that was created should be used to decide.  I have attached both the job aid and supplement.
