Key personnel on NIH grant held in another College at U of MN is 12 month director with salary rank was listed with effort on grant wishes this to be paid over and above regular A base salary per request to "reflect additional research related activity". If paid as increment, definition from Effort Certification policy: Salary at the University of Minnesota: variable from year to year and not part of the tenure-guaranteed base salary. These payments are based on productivity for excellence or volume in teaching and research or administrative duties. Has anyone ever encountered this on a federally sponsored grant? allowable?

I spoke with David Hagen. We both feel this sounds like an overload payment. Per Uniform Guidance, extra service pay requires prior sponsor approval. This is based on our understanding of what you posted. If there are more details that you would like to share, please do.
