Is anyone informed on how staff furloughs would affect effort reporting? Thanks!

Follow up question! How should accounting staff handle furloughs with respect to the NIH salary cap? I've heard that furlough should be factored into the cap, but I don't know what that means in a practical sense. Thanks again!

The compensation rate has decreased for salaried individuals over a 13 week period; which means there is a new rate of pay during the reduction period.  The amount of payroll you are cost-sharing should decrease.  You can contact me directly at jurg...@umn.edu with specific questions and/or examples.  I'm not sure if PRP earnings codes will be included in ECRT.

Civil service and bargaining unit staff have furlough days.  Since they are not paid for those furlough days, their pay for the periods in which the furlough days are taken is reduced.  That reduced pay is what will be used in the effort calculation (and should be used in any salary cap calculations if applicable). 

Faculty and P&A have temporary pay reductions.  The temporary pay reductions will be reflected in ECRT as part of an individual's institutional base salary and included in the effort calculation.  You should also be including the temporary pay reductions in any salary cap calculations.
