Since emeritus faculty can serve as lead PI on a grant, but are not allowed to supervise anyone, does it follow that they should not certify effort for students or postdocs on their grant?

The PI should still be aware of who is working on their grant and their effort levels. Since they're responsible for what goes on the grant, I would think they could certify effort for individuals.
