My department has an child account from another department, which keeps getting  extended, agency is National Science Foundation. The funding for any payroll is long gone.

NSF does not allow cost share. Do I still record effort?

Hi Jill, if your PIs are still working on this project, the time is considered as voluntary uncommitted cost sharing which is not reportable to NSF. Therefore, you don't need to record the effort. See https://obamawhitehouse.archives.gov/omb/memoranda_m01-06/ (according to the most recent PAPPG https://www.nsf.gov/pubs/policydocs/pappg22_1/nsf22_1.pdf, NSF grantees remain subject to the provisions of this OMB.) Hope this helps.

Jill, one thing I do in a situation like this  (if my PI's work is done) is just make sure the end dates on the child project are NOT extended.  I just feel better not having the project appearing to be "active" when I know I'm nto meeting the 1% minimum cost-shared effort.
