I have a situation where the PRF states that the faculty member committed 5% effort, but then the budget states that it is 2% effort. There is nothing in the contract that shows which number the sponsor is using. Since this is much more than the 25% difference in effort, which document should be used for effort? Thanks!

The PRF is for internal routing purposes only. Since it is not sent to the sponsor it doesn't constitute an effort commitment. The effort percent that matters for compliance purposes is the one that was included in the proposal that was sent to the sponsor. If the proposal that was sent to the sponsor stated that 2% effort was being committed, then that is the level of effort to which the faculty member (and the University) would be held in an audit.
