Wouldn't you want to use the salary of the department related to the particular budget you're working on? i.e. your department is not budgeting for the other department's cost, so for your department the $127K rate applies?

I know this is late but I agree that you should use the salary base equal to the dept where the work is being done, and be mindful of the level of support and not exceed 100%
