Is a PI's signature required when a cost transfer is made outside of the 60 day allowable period?

Their approval is required.  It can take the form of an email or recording in the justification that verbal approval was given.  Check out the cost transfer approval matrix in the tools and job aids section.

The signature is not required if you are moving from sponsored to non-sponsored.  Only if you are moving the cost to a sponsored project.  It's required for both non-payroll cost transfers and HSAs.

How about inside the 60 day window? If the justification states "PI approval per conversation on x/x/2018" would this suffice or should we email the P.I. and get written approval and attach the email approval?

If it is inside 60 days their approval is not needed. I would mention it in the justification as you mentioned and consider that complete.

Adam is correct that PI approval is not required for cost transfers within the 60-day posting window. The justification reference mentioned in your post would suffice.
