PI approval

I have four projects under the same membership agreement with business/industry sponsors as members.  The director of the center that oversees the membership agreement is a PI on one of the projects.  The other three projects have different PI's, but they are all in the same center and under the same membership agreement.  Two of the lab scientists have been working on one of the projects but not showing any effort on the project.  In order to credit one project and debit the other project, if the two projects have different PI's do I need to document the approval of both PI's?

I'm going to try to reply to this again.  Last time it replied from my personal gmail and not my U of M email.  Anyway, I would only seek the signature or approval from the PI of the project being debited.  Is that what you were asking?
