Delayed Fairview Invoice Showing IDC

We did a CPS with Fairview for a study covering a 12/3/12-7/31/13 period.  This was supposed to be for year 1 of the study.  It's taken until now to get them to invoice us.  This is strictly for nurse time.  The CPS closed during FY rollover.  Looking at the invoice, not only do they reference a subcontract, but they are including IDC as an itemized charge.  I know we don't subcontract with Fairview.  As long as the charges are appropriate, is it okay to move forward with this?  I know the dates are old and we'd have to recreate the CPS, but is it okay that they reference the term 'subcontract' and show IDC as a charge?

If you did a CPS and never did a subcontract, wouldn't it negate the need for the IDC as we weren't rolling over a sub into a CPS?

 If it's an industry sponsored trial and the PI felt it appropriate to pay overhead and the budget allows it I don't know why you couldn't, however, it seems an unnecessary for costs not borne on their end, ie project management.

This was never a subcontract.  Since it's Fairview (the enrollments take place at UMMC), we just need to pay them for nurse time.  We had set up a CPS, but when we finally received the invoice, it shows the salary/fringe and then an IDC charge.  I've never seen IDC on a CPS before, so I wanted to make sure it was okay to pay overhead via a contract for professional services rather than through a subcontract.  Does that make sense?

On a side note, this is a fixed price contract that's passed down many layers, but the prime source is NIH.

Thanks, Judy.  Per your link, it looks like I need to use OGC-SC517 as the standard CPS with Fairview.
