Can Fairview Charges paid as Non-PO payment?

I received a Non-PO payment for Fairview IDS startup fee. Can Fairview medical expense for clinical trial be paid by the Non-PO payment?

The non-PO related payment policy is not clear about what kind of medical expenses are included and what are excluded:

Medical Expenses – Fees for lab or medical services provided by health care professionals (Equipment/Supplies not included)
Excludes services provided by medical and health care professionals.

IDS is not a patient medical or patient lab expense. It's the start up cost to put the drug into the IDS. They control and monitor the study drug per the sponsors requirements and release to the study staff when appropriate. Because it's technically not patient care, it cannot be charged to insurance or medicare and has to be paid for by the study.

They can be paid for as a lab service.
