Preparation Video Cost for an NSF STEM DRIVE challenge

Hello,

I recently received an inquiring from a faculty member asking if he can charge his NSF grants for the video production cost relate to the invitation email is below. Has anyone else handled a similar situation? 

Greetings Colleagues,

 

The National Science Foundation (NSF) invites you to submit a 1- to 3-minute video that showcases how your NSF-funded work has led to innovative, effective, and replicable approaches to building a diverse and inclusive STEM workforce through partnerships.

 

The NSF STEM Diversity and Inclusion Video Exhibition (DIVE) Challenge will showcase how grantees have encouraged and supported diversity and inclusion in STEM preK-12, higher, and informal education. This challenge is also designed to attract broader interest in STEM and to inform the greater community about best practices and effective strategies for increasing diversity and inclusion, partnership and networking strategies, and dissemination approaches for growing the STEM workforce.

 

The submission deadline to enter is June 25, 2020. You are eligible if you are a past or current principal investigator (PI or Co-PI) supported by NSF. An NSF award number is required for submission. You must be 18 or older to enter and a U.S. Citizen or permanent resident as of June 25, 2020.

I looked the rules for the contest it states that is not allowed.
This is the quote: "Federal grantees and contractors may not use federal funds to develop entries for this contest."
