I have a VA faculty member with
an NIH R01 and the VA IRB suggested that they purchase a PO Box to receive
study mail so they could avoid having to make trips to the VA. Has anyone
seen this situation and was it allowable?

Why not have the study mail addressed to the faculty member's office?

I believe this charge to be allowable as it seems to be a routine purchase. I believe that the mechanism of a locked box also meets record retention standards for human subject data.
