NSF CLB question - PI to be on family leave

Hello, has anyone had a PI who applied for and was awarded the a CLB (Career-Life Balance) supplement from NSF?  I have a PI who will be taking family leave for the birth of a child and it was suggested he apply for these funds.  They would cover salary/fringe for someone else in the lab to oversee research while he's on leave.  

Does this assume the PI will continue to be paid on the project while on leave?  My thoughts: family leave is a fringe cost and allowed on federal funds.  So PI's effort would remain consistent on his federal grants (whether academic year or summer salary) while on leave.  Does that make sense or am I missing something?  Thank you!!

Our department looked into this last summer when a faculty was going on parental leave. We were forward an email with Pamela Webb weighing in on the question. Essentially, unless there are sponsor restrictions, grant funding can be applied to cover leaves that the individual is qualified to take under the existing University policy. I would advise having your GA review the sponsor terms.
