Hi, 

We have a MnDOT (non Federal) award that allows us to rebudget as needed.  One of our researchers, that we give scholars funds (to cover transportation research expenses that the researcher can't afford or isn't allowed to put on the current funding - travel, student assistance, equipment, etc.)

One of our scholars would like to advertise to recruit participants in her MnDOT Gender Equity sponsored project.  (She didn't put it in her budget)  Is that as restricted as other participant expenses or can we allow that?

Thanks for anyone with some insights on how touchy that area is!

Penny, 

From what I have seen: advertising expenses except for employee and subject recruitment is not allowable under OMB. This would be for subject recruitment, so would be charged to participant costs for allowability.

I think I may have misread the question, here is another response from someone else:  Account 720329 exists for this purpose, if I'm reading it correctly. I think in this regard it should be okay, assuming there's an IRB approval for the study.
