lrgasp-tools update

Dear LRGASP participants,

The lrgasp-tools pip package has been updated to version 1.3.0.
This fixes two problems:

- Validation failed to find compressed data files.
- The Synapse team or user id is no longer readily available in
the Synapse UI. The field team_id has been dropped. Please
use your Synapse team or user name in the team_name field.
