updates to LRGASP submission tools

The lrgasp-tools packages has been updated to version 1.6.0 in response to the
first few submissions.

Release includes the following changes:

- add ability to have``lrgasp-upload-entry`` upload multiple entries in one call.
Note that this changes the order of the arguments.
- add ability to specify a sub-directory of a project to``lrgasp-upload-entry``
- disallow strand of `.` in GTF files, as validation tools can not handle unspecified strand.
- allow R2C2_subreads format library files
- add instructions to change Synapse project to allow download by "LRGASP Evaluators"
