Soil moisture error in Coupled WRF/WRF-Hydro restrart

While trying to restart using Coupled WRF/WRF-Hydro, I discovered issues with the soil moisture (SMOIS in the wrfout file and  smc in WRF-Hydro). After restarting, the soil moisture drops to 0.001 in all areas except for regions where the LU_INDEX is set to 'urban'.

I confirmed that the soil moisture in the restart files for both WRF and WRF-Hydro is normal. The error occurs after running the simulation.

Since I confirmed that the soil moisture values ​​remained consistent when running WRF without coupling with WRF-Hydro using the same restart file, it seems the problem is occurring during the restart process in WRF-Hydro.

I tested rst_typ and RSTRT_SWC in hydro.namelist, which appear to be related to the restart, with both 0 and 1 values, but the results were identical.

Is there anyone who can offer advice on this issue?
