Lesson S3 regridding

Hi, I believe the attached configuration file 'nldas_fe.config' belongs to an older version of the regridding lesson. when running in the Jupiter notebook of the tutorial:

rm -rf output_files/* LOG_NLDAS*          # clean up any existing runs
python ../../WrfHydroForcing/genForcing.py nldas_fe.config 5.2.0 NLDAS

The cell failed due to missing SubOutputHour ,SubOutFreq  parameters in the input section of the configuration file. 

by adding this partners =0 copied from the github repo https://github.com/NCAR/WrfHydroForcing/tree/main/Config/WCOSS/v3.0

the code works.

can anyone explain why this parameter where added in version 3 in respect to 2.1 and what are their purpose
