Regarding adjusting paramter in calibrations part to increase NSE Value

In my basin ( Kathmandu Valley) simulation, the simulated discharge shows sharp overestimated peaks compared to observed discharge, resulting in low NSE. Which parameters (REFKDT, OV_ROUGH2D, RETDEPRT, ZMAX, COEFF) are most sensitive for reducing peak magnitude and improving NSE? What calibration sequence would you recommend to increase NSE?
