error when converting anthro emission

Hello, I am running WRF-Chem using NEI2011 data. I got the NEI data from the ftp directory: 
I use intel compiler to compile emiss_v04.F and intermediate files are generated by running emiss_v04.exe 

Then I run convert_emiss.exe using WRFV3.6, the wrfchemi_d01 file is generated but only includes one timestep. I suppose it should have hourly data? The time period I set in namelist.input is 11 hour and interval is 60 mins. The error msg is below:

I am sorry, but the convert_emis tool has not been developed by our group and we will not be able to help with your request. Please contact wrfchemhelp with your issue.
