iccg_method and lightning_start_seconds don't work in WRF-Chem 4.1.2

Dear all,

I've posted this on WRF-Chem forum about one month ago:

Briefly, these two options (iccg_method and lightning_start_seconds) works well

using WRF3.9.1.1 and WRF4.0 with WRF_CHEM=WRF_KPP=1.

But, for WRF4.1.2, it only works when WRF_CHEM=WRF_KPP=0.

Not sure what has been changed incorrectly in WRF4.1.2.
