Bug fixes to epa_anthro_emis

Dear Users of the epa_anthro_emis tool,

We wanted to let you know that the epa_anthro_emis tool has been updated for incorrect handling of the NEI point sector emissions. Many thanks to Zongrun Lin for pointing out these issues.

Two bug fixes have been implemented. The one is related to the point sources not being summed up when more than one point source falls into the same model grid box. This issue will affect all model domains. The other issue is related to the area calculation used for unit conversion of the point sector emissions and will only affect nested domains. 

Please download the updated tool. The bug fixes can have a significant impact on the magnitude of the point emissions in the generated wrfchemi* files.
