diurnal emissions same in serial_output option

hi

The diurnal files 00z and 12z generated from anthro emis utility doesn't have any difference. 

I am wondering then how is diurnal profile applied?

If so, is it using the io_style_emissions optionsv = 1

then somehow the some diurnal factor is applied in the model and not to input files?

Please help me. I can't find this info anywhere
