update on Tropical Cyclone Guidance Project (TCGP) website outage

Dear TCGP users,

The server on which TCGP resides was recently updated to the latest operating system. As part of this update, PHP was updated to v8 and apparently the TCGP website has some <v8 codes that need to be updated. There may be other issues that have arisen. 

I am traveling today, but I should be able to work on bringing TCGP back to normal operations tomorrow.
