One-line Summary: Update (irrigated_)rice grnfill and lfemerg

Purpose and description of changes
----------------------------------

This brings the parameter file in line with what I used for my AGU 2025 simulations.
- Increases grnfill from ~0.4 to 0.6.
- Increases lfemerg from ~0.01 to 0.05.

These changes should decrease rice yields.
