CCPP SCM repository name change

CCPP-involved colleagues,

Please be aware that the "gmtb-scm" GitHub repository found at the following URL (https://github.com/NCAR/gmtb-scm) is changing names to "ccpp-scm". We believe that this name change better reflects the software's purpose, and the "GMTB" moniker (which referred to a particular Developmental Testbed Center project) will likely be outlived by the CCPP software. For developers/users of this repository, no immediate action is required. Future clones of the repository can point to the new URL, however (https://github.com/NCAR/ccpp-scm).
