Reshaping output tensor

Hey all,

I'm working on adding image-to-image support for models in tensorflow-lite. For this to work, I want the model input/output tensor to be dynamic shape (dims_signature -1).

I could re-size input tensor using "ResizeInputTensor()" method, but I'm unable to resize output tensor. For more info: Check this pull request.
