cmake and dependency components

Hi!

I have a question. On my system I already have flatbuffers and absl installed. Is there an easy way to disable
downloading (and building) these w/ cmake and simply using already installed libraries/headers?

You might want to add some logic at Findabsl.cmake and Findflatbuffers.cmake in https://github.com/tensorflow/tensorflow/tree/master/tensorflow/lite/tools/cmake/modules
