Bug - Tensorboard with Google Cloud Storage

to TensorFlow Community Testing

I installed tensorflow-2.0.0-beta1 and can't get tensorboard to work with a google cloud storage log directory.

Steps to reproduce

```

gcloud auth application-default login

tensorboard --logdir=gs://mybucket/eval_data

```

It works fine for me with tensorflow 1.12
