Hi Liang,

Thanks for noticing. That's because Swift for TensorFlow has switched to building with standard development snapshot toolchains from swift.org/download. We're no longer forking the apple/swift source code and building custom toolchains - tensorflow/swift-apis and its dependencies (tensorflow/swift-models, SwiftFusion, etc) can be built with SwiftPM now.
