TFLM continuous builds are currently failing

Heads up that the TFLM bazel build is currently broken: https://github.com/tensorflow/tensorflow/issues/46415

The issue may or may not be reproducible locally as described in the issue.

Since bazel isn't part of TFLM-users' critical workflow, I will plan to fix this properly tomorrow.

This should be fixed now and the build badge should turn green in the next half hour.
