[TensorFlow IO - Action Requested] How to submit PR (#2005)

Hello TensorFlow-IO SIG members--

I'm a product manager on Google CoreML Frameworks looking to help a user of tensorflow-io troubleshoot one of their package dependency problems.

I am wondering if it would be possible to merge this PR: https://github.com/tensorflow/io/pull/2005 in order to fix this issue: https://github.com/tensorflow/io/issues/1912. We have confirmed with the customer that this PR fixes the issue.

Please let me know who I should reach out to or next steps for getting this submitted. We would like to get this issue resolved as soon as possible. Feel free to reply if you have any questions!
