[Announcement] tensorflow-hub v0.15 has been released

Dear TensorFlow Hub users,

We’re excited to announce the release of tensorflow-hub v0.15. It is already pre-installed on Colab and includes the following changes:

• Require Python 3.9+.
• Bump rules_license to 0.0.4.
• Move LICENSE to tensorflow_hub/LICENSE.
• Use license_files instead of license_file in setup.cfg.
• Remove empty tools directory.
