C++ API: Difference between tensorflow_cc and tensorflow_framework

Hi there,

I'm working on an issue related to the C++ API on Windows (see https://github.com/tensorflow/tensorflow/issues/41904)

What exactly is the difference between tensorflow_framework.dll and tensorflow_cc.dll? I'm asking mostly from the perspective of someone using the C++ API to, say, load and run a saved model.
