Hi,

        I view https://www.youtube.com/watch?v=JBNas6Yd30A which is the only reference I have.

Does this framework need the cloud and GPUs for even basic experimentation ? How can I understand this API by executing locally ? Usually we have local servers and clients for learning.

I assume Horovod or Ray can be executed locally. What about TF federated ?
