Regarding lower version of tensorflow 1.3.0.

Hi, 

We are working under a project which requires lower version of tensorflow 1.3.0. as the  modules used in project are not present in newer versions  of tensorflow. The older version are not available for the download. So please help us with the lower version of tensorflow.

Previous versions of TensorFlow are available for download from PyPI -- for instance this is 1.2.1: https://pypi.org/project/tensorflow/1.2.1/#files

Otherwise you can use the Git history to checkout the TensorFlow source at a particular version and compile it from source.
