Tensorflow IO MacOS Arm64 Build

Hi Tensorflow community,

It looks like Tensorflow IO doesn't have an ARM64 build which allows it to work on M1 macs natively. This makes it very difficult to use Tensorflow on an M1 mac with tensorflow-metal support (all of the great built-in features in Tensorflow IO for file reading aren't usable). 

It looks like the main issue is that the bazel upgrades that exist in all of the other major Tensorflow SIG packages need to be applied to Tensorflow IO as well.
