TF patch releases: 1.15.3, 2.0.2, 2.1.1

Hello everyone,

TF 1.15.3, TF 2.0.2 and TF 2.1.1 have been released!

These contain dependency upgrades to incorporate fixes to security vulnerabilities. The release notes (1.15.3, 2.0.2, 2.1.1) give full details.

Furthermore, the 2.1.1 release has a fix for the versioning bug which causes Keras layers from V1 API to be used instead of V2 ones. This is a bug that Francois discovered a few weeks ago and is fixed in the 2.2 release and at head but needed cherry-picking on 2.1.
