Modular TensorFlow profiler C API

Hi, 

You are welcome to provide feedback to the pull request for pluggable device profiler (a link). 

Summary

Based on the Modular TensorFlow  [RFC], this proposal extends the TensorFlow profiler to plug in a custom device profiler. The pluggable device collects profiling data and reports to TensorFlow proper using TensorFlow profiler defined data structure (Xspace and RunMetadata).
