Best practices of how and when to create a new FW username:

1. Check if there are unused FW accounts. Assign this one to the new FW instead of creating another one 
   
2. Check if there are FW accounts which are not assigned to any Site. Assign this one to the new FW instead of creating another one. And then, assign Site to this account
   
3. Check if the Sequence number has gone above 10. For example, SMS Zone 1 FW accounts are fwsmszone11, fwsmszone12, fwsmszone13 etc. If the next account created becomes something like fwsmszone111 (11th FW), then it might mean that we have an already created account which is not in use. Please check before you create another account. Typically, number of FWs in a CO dont go more than 15 per CO. But, there might be exceptions which are allowed.
