HTTPS support

Hello Project owners,

It's almost the of 2022 outside and it's getting colder and colder day by day.

I hope all of you are well and have good working conditions.

I would like to ask all of you to check your Project's configuration and update `master_url` to HTTPS if you already have SSL support on your server and your web page.

If you still have no HTTPS support - please add it, it's easy and free: https://letsencrypt.org/
And I see no reason why not to use this opportunity and protect your users from fraud and data leak.

Since BOINC 7.16.20 we support transparent transition from `http` to `https` on client side, so users don't need to detach and reattach to the Project anymore.

So I kindly ask all of you to review existing Project configuration and update it properly.
