I uninstalled Ubuntu 22.04.LTS and installed Debian GNU/Linux 11 (bullseye) 64-bit Gnome ver. 3.38.5. I installed BOINC 7.16.16 (x64) through Software Install and clicked on the icon. No problem with a pre-release message or Var lib authorization problem, but the daemon start failure is the same. "BOINC Manager - Daemon Start Failed" "BOINC Manager is not able to start a BOINC client" "Please run the client and try again".  In opensuse.org they have an open problem on the same issue.
