Special Olympics Ontario would like to know if you would be able to
confidently execute the proposed rule change as it is stated below
under 5. to Read.

Answer yes or no, if no please provide why. Feedback must be posted

Motion One: Proposed change to an existing sport rule - Section B,
Rules of Competition Rule 3)


Section B, Rules of Competition Rule 3) currently reads:


1. A final team roster* consists of a minimum of eight (8) players
and a maximum of ten (10) players. No fewer than four (4) players
and
not more than five (5) players one of whom shall be the goal keeper,
shall be on the field at one time. All players listed on the final
team roster* must have an opportunity to play during each match of
the
tournament.


5. TO READ:


3. A final national games tournament roster shall consist of a
minimum of eight (8) players and a maximum of ten (10) players. All
players listed on the final national games roster must have an
opportunity to play during each match of the tournament, unless
otherwise indicated by the national games medical personnel.


A final game roster (dressed to play athletes) consists of a minimum
of five (5) players and a maximum of ten (10) players must be
submitted to the head referee 15 minutes prior to the start of each
game. No fewer than four (4) players and not more than five (5)
players one of whom shall be the goal keeper, shall be on the field
at
one time.

RATIONALE: The existing rule imposes a "must have substitutes" rule
that does not exist in FIFA's Rules of the Game. FIFA only regulates
the minimum number of players to start a games and a maximum number
of players on the roster. In our case a team will be eliminated if
it
drops below the eight (8) players while it is still able to field a
minimum number of players required to compete

JF: I am not in favor. I do not feel that 5 players on the final game
roster is sufficient. Athletes may have difficulty running the entire
game without substitutes.

SM: I think the rule change should state that every player should play
each half. (not just once during the game)

The other change that we should make is that we play 6 aside
(including goalie) and then up the allowed maximum players to 12.

We (Newmarket) are not in favour of this change:
1) for consistency the word "match" should be changed to "game" in
"each match of the tournament"
2) allowing down to 5 on a game roster can have some damaging
consequences, in particular it could end up allowing a team to stack
their roster of 8-10 player used originally to qualify
The qualification roster should also be the game roster

I am not in favor dues to having a min of 5 players can
1- exhaust the athletes in lower levels
2- can be disqualified due to not having enough players (if one drops)
or having too many players that do not play in the game just to keep
the right number to qualify
3- I would favor that each players has to play in beginning half or
second half more than just a quick rotation/substitute
