Participant ratios

Given that the coach:athletes ratio document  is set for review in Feb 2019, I'd like to understand the reasoning that lead to a 2:5 ratio in curling. Anybody?

Does this mean that if I travel with a team of 4 players (we seldom use a spare) then we must have 2 coaches?
