Dear USCS team,
  I have some code that uses the https://hgdownload.cse.ucsc.edu domain to access genomic resources, such as: https://hgdownload.cse.ucsc.edu/goldenPath/hg19/database/chromInfo.txt.gz . However I now see a 403 error when trying to use this url. Is this domain/url no longer supported? If so is the recommend stable domain for downloading resources https://hgdownload.soe.ucsc.edu?

Thank you for using the UCSC Genome Browser and sending your inquiry.

We recently had a power outage due to weather conditions in Santa Cruz, and we had to swap in the backup hgdownload server due to technical issues. Also, the cse address is being deprecated, so please use the soe address in the future:

https://hgdownload.soe.ucsc.edu

We're still having some issues recovering after a power outage at the data center, so please bear with us as we build back up to full functionality.
