I have a question regarding miRNA expression data. For example, I have information that hsa-miR-383-5p is downregulated in Ovarian Cancer cells.
I want to know what is the status of this particular miRNA across all other tissues (whatever is available in the database).

Hi, Shrinka.
Here is a session that looks at the miRNA with the miRNA Tissue Atlas and microRNAome tracks visible: https://genome.ucsc.edu/s/Lou/RM36914
It also has the GTEx tissue track on, which is overall tissue expression - perhaps not as useful to you.
You can use the Track Search feature, accessible as a button below the tracks display or via menu Genome Browser -> Track Search to look for specific datasets, e.g. miRNA or expression.
For your specific question, however, I believe the two I referenced above will be the most helpful.
