What program reads ".bb" TFBS file from ENCODE?

Hi there,

I'm interested in looking at the TFBS data and downloaded the files.  One is called:

spp.optimal.wgEncodeBroadHistoneGm12878CtcfStdAlnRep0_VS_wgEncodeBroadHistoneGm12878ControlStdAlnRep0

However, I don't have a program that can open this file.
What and where is the program for this?
